Wales housing giant to start race for £750m contractor deal

Codi Group is preparing to invite contractors to bid for places on a £750m construction framework as it ramps up a major housing programme across Wales.

The group, formed through the merger of Pobl Group and Linc Cymru, is the largest housing, care and support provider in Wales and has almost 26,000 homes under ownership or management.

Its new framework will appoint principal contractors across several lots covering new-build housing, sheltered and supported accommodation and refurbishment work.

The full tender is due to be published on 14 September, with bids due by 20 November and appointments expected in February 2027.

The framework will initially run for three years from April 2027, with the option of a further one-year extension taking it through to March 2031.

It will also be available for use by ateb Group, Tai Hedyn and United Welsh Housing Association, widening the potential workload for successful contractors.

There will be no limit on the number of firms appointed, with projects able to be called off either directly or through further competition.

The procurement comes as Codi pushes ahead with an expanding development pipeline.

The group expects to complete 903 homes during 2026-27 and has 1,751 homes in its two-year pipeline, rising to 4,490 planned over the next five years.

Among the schemes now moving forward is the redevelopment of the former County Hall site in Cwmbran, where Lovell Partnerships is delivering 143 homes for social rent, shared ownership and open market sale.

Work is also due to begin at the £55m Porth yr Awen scheme at Plasdŵr in Cardiff, where house builder Edenstone will deliver 184 homes, including 57 affordable properties.
